Over the past year or so since the activities were carried out, petroleum and chemical companies have signed energy-saving target responsibility statements with provincial governments. All companies have earnestly implemented the scientific concept of development, continuously improved the management system, increased energy-saving investment, implemented energy audits, and compiled energy-saving plans. The key energy-using equipment inspections and other measures have enabled the company to achieve significant results in energy conservation and emission reduction.
Statistics from the National Development and Reform Commission show that the energy consumption of a thousand enterprises accounts for about 1/3 of the total energy consumption in the country, and accounts for 50% of the industrial energy consumption. A total of 953 companies participated in the assessment this year, and 879 enterprises achieved the 2007 energy saving target, accounting for 92.2%. Of the 304 petroleum and chemical companies that completed annual energy saving targets, 132 were over-completed, accounting for 40.99%; 165 were completed, accounting for 51.24%, and only 7 were basically completed, accounting for 2.17%.
The results of the assessment also show that there are still some companies that are not sound enough to manage their energy. Some companies have not set up special funds for energy-saving technological reforms, and individual companies even use energy-consuming technologies and equipment that the country has explicitly eliminated. To this end, the National Development and Reform Commission requires that companies that have failed to complete the evaluation and evaluation result should submit corrections within one month of the announcement of the evaluation results and report them to the local provincial energy conservation authority for correction within a time limit. Second, they must not participate in the annual report. Awards and honorary titles are granted, and the state does not grant state-imposed exemptions and other favorable measures.
