This rapid growth triggered a surge in investment, especially after the development of domestic cast equipment technology in the second half of 2004, which significantly lowered the entry barriers for new players. As a result, the number of CPP production lines increased sharply, reaching nearly 230 by the end of 2006, with total annual capacity exceeding 650,000 tons—far exceeding the market demand of around 400,000 tons.
This imbalance led to severe overcapacity, driving down profit margins despite rising raw material costs. In 2005 and 2006, the CPP market was flooded, pushing the industry into a deep crisis. The same situation occurred in the CPE (Cast Polyethylene) sector, where low entry barriers intensified competition. Even in the first half of 2007, some large-scale producers saw their operational efficiency decline. Meanwhile, the PVB (Polyvinyl Butyral) industry also experienced falling profits.
Liao Zhenzhen, from the China Plastics Processing Industry Association, pointed out that the current difficulties reflect a broader issue: unchecked growth in production capacity without corresponding demand can lead to severe market imbalances. He stressed that long-term economic growth driven solely by investment is unsustainable. To address this, macro-control measures must be strengthened, and blind expansion of production capacity needs to be curbed.
Only through reasonable control of production capacity and achieving a balance between supply and demand can enterprises improve their efficiency and profitability. For the cast film industry to develop healthily, active participation from the business community is crucial. Liao called on companies to rethink their strategies, moving away from price wars and output-driven approaches.
