The automobile industry is a vital sector characterized by high industrial interconnectivity, significant scale economies, and a heavy reliance on capital and technology. In our province, the automobile and parts industry has emerged as a pillar of economic growth, driving industrial restructuring and fostering development. This strategic plan outlines the current status, future opportunities, and key initiatives for the industry during the "11th Five-Year Plan" period. I. Current Status of the Automobile and Parts Industry in Our Province Since the 10th Five-Year Plan period, the automobile and parts industry in our province has experienced steady expansion. Several enterprises have developed strong market competitiveness, with products that show promising growth potential. The industry has maintained a positive momentum, driven by both domestic and international demand. (a) Formation of Competitive Vehicle Products Our province has established a competitive edge in large and medium-sized passenger cars, high-grade pickup trucks, and multi-purpose sport vehicles (SUVs). Companies such as Yutong Bus, Zhengzhou Nissan, Shaolin Auto, and Huajun Vehicles have gained recognition for their quality and innovation. In 2004, these companies captured significant market shares: 25% for highway passenger cars, 59% for high-grade pickup trucks, and 41% for mid-to-high grade off-road SUVs. Their dominance in semi-trailers, special vehicles, and motorcycles was also notable, with market shares of 12%, 7.1%, and 4.4%, respectively. (b) Growth of the Auto Parts Industry In 2004, the auto parts industry achieved sales revenue of 18.5 billion yuan, reflecting a 31.2% increase from the previous year. By the first half of 2005, sales had surged by 51.2% year-on-year, significantly outpacing the national average. More than 20 companies, including Aeolus Tyre and Far East Drive Shaft, reported annual revenues exceeding 100 million yuan. Products like steering gear assemblies, shock absorber assemblies, and cylinder liners ranked first nationally, while items such as radial tires and automotive bearings became essential components for major vehicle manufacturers. Some products even entered global procurement systems, highlighting the industry’s growing international influence. (c) Accelerated Industrial Integration Collaboration between domestic and foreign enterprises has accelerated, with joint ventures and strategic partnerships becoming more common. Companies such as Dongfeng Motor, CIMC, and Wanxiang Group have taken control of local firms like Zhengzhou Nissan and Henan Brake Company. New joint ventures, such as those involving AVIC, Geely, and international players, have further strengthened the industry's foundation. These collaborations have injected new energy into the sector, enhancing competitiveness and innovation. (d) Development of Industrial Clusters Industrial clusters have begun to take shape, with regions like Zhengzhou Zhongli County hosting numerous supporting parts companies. Linzhou has formed distinct clusters through product assembly and outsourcing, while cities such as Jiaozuo, Xinxiang, and Luoyang have developed their own specialized industrial zones. These clusters provide a solid platform for continued growth and specialization within the industry. Despite these achievements, challenges remain. Compared to leading provinces and developed regions, our industry still lags in terms of overall production volume, competitive product diversity, and the integration of high-end vehicle components. Low concentration in the parts industry and limited R&D capabilities hinder competitiveness. Addressing these issues will be critical for long-term success. II. Development Environment During the "11th Five-Year Plan" (a) Trends in the Domestic Automobile Industry Globalization has transformed the Chinese automobile industry, with changes in consumption patterns, organizational structures, and competitive dynamics. Market-driven growth has been robust, with China emerging as a major player. The domestic auto market is expected to grow at an annual rate of 10-15%, reaching 8-12 million units by 2010. The parts industry, valued at 444 billion yuan in 2004, is projected to reach 1.1 trillion yuan by 2010, driven by increasing demand and investment. International competition has intensified, with global automakers shifting focus to emerging markets. This trend presents opportunities for regions with large market potential, especially as multinational corporations seek localized production and supply chains. Meanwhile, market segmentation and technological innovation are enabling new entrants to gain a foothold, creating a more dynamic and competitive environment. (b) Favorable Conditions for Development Our province benefits from strong market potential, particularly in large and medium-sized passenger cars, pickup trucks, and SUVs. The demand for road passenger cars, pickups, and SUVs is expected to rise significantly, offering substantial growth opportunities. Additionally, the truck and low-speed vehicle sectors hold great promise, supported by infrastructure development and rising consumer demand. The auto parts industry is well-positioned to expand, with many companies already achieving national recognition. As localization efforts and global procurement trends continue, our province can capitalize on its existing strengths to build a more competitive and integrated industry. III. Guiding Principles, Objectives, and Key Tasks (a) Guiding Principles During the "11th Five-Year Plan," our province aims to develop the automobile and parts industry based on large-scale production, standardization, clustering, and openness. We will focus on building three major automobile production bases—passenger cars, commercial vehicles, and heavy-duty trucks—and developing specialized vehicle manufacturing systems for special vehicles, low-speed automobiles, and motorcycles. We will also cultivate eight auto parts clusters across key cities, aiming for a rational layout and strong competitiveness. (b) Main Objectives By 2010, we aim to achieve total sales revenue of 220 billion yuan, with 100 billion yuan from整车 and 120 billion yuan from parts. The industry's added value is expected to reach 66 billion yuan, accounting for 13.5% of the province's above-scale industrial output. We also plan to complete 166 key projects, with a total investment of 40.88 billion yuan, generating 186.72 billion yuan in sales and 22.35 billion yuan in profits and taxes. (c) Key Tasks We will accelerate the construction of three major automobile production bases, focusing on improving competitiveness and production scale. Specialized vehicle manufacturing systems for special vehicles, low-speed automobiles, and motorcycles will also be developed. We will cultivate eight auto parts industry clusters, emphasizing technological advancement, standardization, and international integration. IV. Measures to Accelerate Development To support growth, we will actively attract strategic investors, promote joint ventures, and enhance cooperation between domestic and foreign enterprises. We will also implement supportive policies, raise funds through multiple channels, and promote technological innovation. Strengthening compliance and certification work, along with fostering collaboration between整车 and parts companies, will further enhance the industry's competitiveness and sustainability. This comprehensive plan aims to position our province as a key player in the global automobile industry, leveraging its strengths and addressing its challenges to achieve sustainable and high-quality development.
