Water rescue/recovery in Champaign

An autopsy is scheduled today for a 20-year-old man from Champaign who died after being trapped in frigid water for over an hour on Tuesday. Kenneth Brown Jr., who lived on Moreland Boulevard, was found in a retention pond near Menards on Town Center Boulevard. He was rescued around 5 p.m. but later succumbed to his injuries at Carle Foundation Hospital in Urbana.

The air temperature at 4 p.m. was about 20 degrees, according to the Illinois State Water Survey. When officers arrived, Brown was seen running across the ice-covered pond, which quickly cracked under his weight. A sergeant on the scene immediately called for fire department assistance before Brown fell into the water.

Firefighters tried using a rescue disc—a Frisbee-like device with a rope—but Brown didn’t grab it. They then worked to inflate a rescue raft, which required careful handling to avoid damage. By 4:11 p.m., Brown had gone underwater. The initial assumption was that the water was only waist-deep, but it turned out to be over 15 feet deep, making the search more challenging.

As a result, the Cornbelt Fire Protection District’s dive team was called in. They arrived within 10 minutes and eventually retrieved Brown from the water by 5:09 p.m. According to fire officials, one officer and six firefighters were involved in the water during the operation.

After reviewing the incident report and watching a YouTube video of the 10-minute rescue, fire chief Mitchell said he believes the team did everything they could under the circumstances.
