China Drying Network Commissioned by the National Development and Reform Commission and the Ministry of Industry and Information Technology, the Petroleum and Chemical Industry Planning Institute recently prepared a mid-term evaluation report for the “Twelfth Five-Year Plan†for the petroleum and chemical industry, and completed the “Thirteenth Five-Year†development plan study and other special topics.
The assessment report pointed out that in the first three years of the “Twelfth Five-Year Planâ€, China’s oil and chemical industry maintained a relatively stable and stable development under the overall slowdown in the growth rate of the national economy, the industrial scale continued to expand, the industrial structure was continuously optimized, and innovation capability was improved. Significantly improved, but there are still a series of problems such as the decline in overall profitability, overcapacity in some areas, insufficient supply of high-end products, and increased pressure for energy conservation and emission reduction.
The special research topic emphasizes that during the “13th Five-Year Plan†period, the development of China’s petroleum and chemical industry will further highlight the following features: First, it will emphasize the shift from “quantity to qualityâ€, and the growth rate of the industry scale may continue to slow down, improving industrial quality and Competitiveness will become a core task; Second, the importance of environmental protection and safety will be further enhanced. The chemical industry must adapt to the new requirements of China's new urbanization and ecological civilization construction. Third, the global chemical industry will accelerate its integration, and chemical companies will go out and advanced technologies. Opportunities introduced by partners and partners will increase significantly. We must look at the use of both domestic and foreign resources and two markets to fully enhance our international competitiveness.
It is reported that the Raw Materials Division of the Ministry of Industry and Information Technology and the Petroleum and Chemical Industry Planning Institute plan to jointly hold a 13th Five-Year Development Seminar for Petroleum and Chemical Industry in Kunming, Yunnan, in late April, to discuss major plans for the “Thirteenth Five-Year Plan†industry. The conference will further analyze the development characteristics and trends of key industries such as petrochemicals, energy chemicals, materials, chemicals, etc.; conduct thematic exchanges on chemical industry upgrades, park construction diagnosis, and ways of corporate transformation; discuss new aspects of the chemical industry in terms of safety and environmental protection Methodologies and new technologies, including social risk assessment, HAZOP analysis (danger and operability analysis), wastewater zero-emissions technology, etc., and discussion of the model for the harmonious development of the chemical industry and ecological civilization; introduction of the latest developments in the business development of related industries in the Planning Institute .
