On Tuesday, April 10, 2018, the DuPage County Board took a significant step toward dissolving the North Westmont Fire Protection District. The decision was made unanimously, marking the fifth time the county has eliminated a local government entity in recent years.
The dissolution process will end the district’s annual tax levy and eliminate $300,000 in debt accumulated over five years. Additionally, the district's annual administrative costs of around $11,000 will now be redirected to support fire services directly. This move is expected to result in more efficient use of taxpayer funds while maintaining essential emergency services.
Under an agreement with the Village of Westmont, the district’s residents will continue to receive fire and ambulance services. The village will now handle the responsibility through a newly created Special Service Area (SSA), which ensures fair cost distribution among all residents in the unincorporated area near Westmont.
"This collaboration between local governments is a win for taxpayers," said DuPage County Board Chairman Dan Cronin. "The new model provides sustainable funding for critical public services and reflects the strong partnership between Westmont officials, fire district representatives, and the community."
A 2016 survey showed that most residents supported the idea of dissolving the fire district and relying on the Village of Westmont for services. In June 2017, the County Board authorized Westmont to create the SSA, which was officially established by the County Clerk in February 2018. The village approved the plan in December 2017.
Before North Westmont, DuPage County had already disbanded several other local entities, including the Timberlake Estates Sanitary District, the DuPage Fair and Exposition Authority, the Fairview Fire Protection District, and the Century Hill Street Lighting District.

On Tuesday, county board members voted to start the process of dissolving the district. Once completed, its approximately 4,000 residents will still receive emergency services from the Westmont Fire Department.
Unlike traditional fire districts, North Westmont doesn’t have its own station, equipment, or personnel. Instead, it collects property taxes from 561 parcels and uses the funds to pay the Village of Westmont for emergency response services.
Now, through a new agreement, residents will pay the village via a newly formed Special Service Area (SSA). The SSA covers an area bordered by Westmont to the east and south, Downers Grove to the west, and Oak Brook to the north.
A 2013 state law change gave DuPage County the authority to dissolve North Westmont and 12 other local government units. Since then, the county has successfully disbanded four other entities. The push to dissolve North Westmont began after a 2016 survey revealed strong resident support for the move.
In June 2017, the County Board approved Westmont’s request to establish the SSA, which was later confirmed by the County Clerk in February 2018. The village officially approved the plan in December 2017.
