Implementation of a free training project for a secondary school student in a village in Jiujiang City, Jiangxi Province

On May 11th, Jiujiang City, Jiangxi Province held a working conference on the training plan for a secondary school student in a village, and deployed a specific implementation plan for the 2007 “one secondary school student in a village” in the city. According to the plan, 209 impoverished students in the city will officially enter the secondary school at the beginning of this fall, marking the start of another popular project in the city's 209 key poverty alleviation and development villages.

In order to speed up the construction of a new socialist countryside and help rural areas, particularly poor ones, change their outlook, the city is striving to improve the hematopoietic function in poor rural areas and cultivate new “peasants” for poor families based on the principle of “people-oriented, education first”. In response to the 209 poverty alleviation and development key villages in the city, each village will recruit one poverty-stricken household or a low-income household who enjoys perennial relief from the civil government and a family planning poverty-only daughter-in-law household to provide free training for one secondary school for each poverty alleviation-oriented key village. Health. The trainees will undertake a three-year professional study. Those who have passed the period of study and have passed the examination will be awarded with a national-recognized diploma and a corresponding professional qualification certificate. The school is responsible for recommending arrangements for employment in developed regions. Particularly good graduates can be assessed by the school according to the needs of the administrative village where the students belong, and organized by the local township party committee to incorporate the management and use of the village-level reserve cadres.

The specific organization methods for the free training program are voluntary registration by individuals, recommendation by village party organizations, village-level village construction office, and poverty alleviation office. Finally, the city’s poverty alleviation office and schools responsible for training will jointly approve the target audience. Admissions recipients will be provided with free tuition during school hours. All expenses will be borne by the government. The city finances subsidies for tuition and miscellaneous fees of 740 yuan per year for each student. Tuition fees will be deducted for insufficient tuition fees and accommodation fees. Book fees will be paid by the student’s village to the school. Students only need to pay 150 yuan per month for food.
