Among them, the cumulative import volume of the entire industry exceeded US$15 billion, the machine tool exceeded US$9 billion, and CNC machine tools approached US$8 billion. As a basic and strategic industry of the country, the machine tool industry has clearly defined the independent innovation strategy as the most important component in the “Twelfth Five-Year Plan”, and emphasized the need to support and lead the development of the industry with technological innovation projects. The development of China's machine tool industry must be based on independent innovation, through the independent research and development of original innovation, the introduction of technology to digest and re-innovation, integration of existing technology innovations, and other key technologies to achieve breakthroughs and industrial upgrading. Build and improve a technological innovation system that combines enterprise as the main body, market orientation, and production, learning, and research; insists on increasing R&D expenditure; strengthens research on key technologies and common technologies, and strives to make breakthroughs in basic and common technologies. , improve product development technology.

3. Encourage the development of key industries. CNC machine tools, key parts and tool manufacturing; high-speed, precision CNC machine tools with three axes or more, CNC systems, and AC servo drives and linear motors.

In order to do a good job of trade balance promotion, standardize and strengthen the management of import interest-subsidy funds, improve the efficiency of the use of fiscal funds, and coordinate with the specific implementation of the Catalogue of Encouraging Imported Technologies and Products, the Ministry of Finance and the Ministry of Commerce have also formulated the “Interest Subsidy Fund Management” Interim Measures.
