China's state-owned enterprises have tested the water supply in foreign hydropower markets

The Ganzi BOT project has, to some extent, promoted the stability and transparency of Cambodia’s investment policies and environment. After the Ganzi project, many central and even foreign companies have entered the Cambodian hydropower market one after another, setting off an upsurge of investment.

With the completion of the grand completion ceremony, the Ganye BOT hydropower station, which was built by China National Hydropower for 4 years, was officially built and transported to Phnom Penh. The Ganya Hydropower Project is one of the three major projects of China’s 2006 aid- Cambodia program and is Cambodia’s largest investment project. As the first overseas hydropower investment project in China that uses BOT as a hydropower project, Ganzi Project is a landmark project for the transformation of China’s hydropower from project contracting to capital operation, marking a breakthrough for China’s hydropower to “go global”. stage.

Promoting Core Capabilities Expanding the Whole Industry Chain As a major hydropower country, China has attached great importance to the development of hydropower over the years, and China's hydropower, as the main force of China's hydropower construction, has accumulated more than 60 years of technical and human resources in the management and development of water resources. With this advantage, China's hydropower actively "goes out" and has established a comparative advantage in the global hydropower construction industry, becoming the main contractor and developer of global hydropower projects. Based on the Gansu Hydropower BOT project, China's hydropower has effectively expanded its international business chain and has made breakthroughs in investment and financing projects by seeking new ways to establish business and partnerships with financial institutions at home and abroad.

As an important people’s livelihood project, the Ganhui Hydropower Station will continue to send electric energy sources to thousands of households in Cambodia after they are completed. This will bring them light and convenient living conditions; it will also effectively adjust the power grid and ease the conflict between supply and demand in Cambodia. Reduce the price of living electricity and provide high quality and cheap electricity resources. At the same time, the commissioning of Ganzha Project's dam project will also effectively regulate the seasonal floods and droughts in Cambodia, and will play a positive and important role in improving the irrigation of downstream farmland. Gandhi Power Station is an important peaking power station in the southern Cambodian power grid. It has promoted the construction of a 300-kilometer-long transmission line and three large-scale substations in Phnom Penh-Chacha-Gombo-Westport, which will inevitably lead to the construction of southern power grid infrastructure. And the development process of the entire national grid construction.

In view of the Gandhian project's lead and demonstration role, Cambodia’s enthusiasm for the development of hydropower has been stimulated. According to Cambodian statistics, the Cambodian government has included several foreign companies’ hydropower investment projects in the development plan. Currently approved by the government, the total power of the hydropower generation planned for operation is 730 MW.

In line with local needs to promote harmony and win-win situation, "harmonious balance, green culture" has increasingly become a global topic of concern. China Hydropower fully understands that the local government and public support is an important support for the development of international projects. It has clearly established the corporate values of “focusing on the people's livelihood, people-oriented, and social responsibility” and strives to maintain the sustainable development of the company through international livelihood projects. This value has been vividly reflected in the operation of the Gansu project.

Due to the lagging economic development and the imperfect related systems, Cambodia has no clear standards and norms in project land acquisition, immigration and reservoir area clean-up. In spite of this, China's hydropower combined Cambodia's existing laws and regulations, as well as international prevailing standards, and properly handled all aspects of project operations on the basis of full consideration of the interests and gains and losses of project stakeholders.

In the process of land acquisition, China’s hydropower uses the unique method of compensating different economic crops for the expropriation of land in response to the private ownership of Cambodia’s land. This method uses different compensation prices for different landlords, different tree species, different locations, and different land attributes through a differentiated land acquisition contract, which truly achieves marketization, effectively solves the problem of land use in Ganzi Project, and ensures the legitimate rights and interests of local residents.

In the resettlement work, although the Ganzi project reservoir area is located in the primeval forest and the number of affected villagers in the construction area is small, China’s hydropower actively takes the initiative to negotiate with the villagers to compensate for the relocation and ensure the progress of the project.

When the reservoir area was cleared, China's hydropower made reference to the industry's prevailing standards. In full consultation with the Cambodian government, it made every effort to ensure that there were no hidden problems in the follow-up operation due to improper cleanup of the reservoir area, resulting in water quality pollution in the reservoir area.

In the project environmental assessment report, China Hydropower commissioned a Cambodian third-party consulting company to carry out a thorough investigation and demonstration assessment in accordance with the requirements of the Cambodian Ministry of Environmental Protection, so as to ensure that the environmental assessment is true and reliable.

Adhering to the "win-win" concept and developing extensive international cooperation are effective ways for international operations to succeed. It is in line with this philosophy that China’s hydropower will increase local employment during the construction of the Gansu project, create income from its three production operations, and create a harmonious party. According to statistics, during the construction and operation of Ganzai Hydropower Station, more than 10,000 local laborers were employed, and more than 3,000 person-times were trained. Many Cambodian labor services were professionally trained and embarked on technical jobs, operators, engineering translations, and administrative management jobs. . The construction of the project has increased the local government’s fiscal revenue and led to the development of tourist resources in Gongbu and Xiangshui District. The project has cumulatively built and maintained nearly 40 kilometers of urban and rural traffic roads and 3 bridges, which greatly facilitated the travel of local residents. Through land acquisition and compensation, compensation for economic crops and other methods, the project solved land use problems for construction land and permanent structures, and accumulatively compensated more than US$3 million, which increased the income of local farming sideline. In addition, China's Gansu Hydropower Project Company also donated about 200,000 U.S. dollars in charity for the Cambodian Red Cross Society and the stampede of the 2010 Water Festival.

On November 18, 2010, the government of Kampot, Cambodia commended China Hydropower Ganzhe Project Company for its outstanding achievements and contributions in terms of project progress, quality, safety and environmental protection, and awarded the Excellent Project Honorary Certificate to the project. The Kampot provincial government issued this honor for the first time to foreign-funded enterprises, which further confirmed the model of industrial eco-environment cooperation in which China's hydropower gathers people to promote development.

Gandhi BOT project laid a solid foundation for the promulgation of Cambodia’s investment laws and regulations, and the formation of government investment agencies. The Cambodian service sector has further improved its openness, and its investment policies and environment have become more stable and transparent, setting the stage for the rise of Cambodia’s investment market. A successful banner. After the Ganzi project, many domestic large companies such as Datang and Huaneng and foreign companies have entered the Cambodian hydropower investment market one after another, setting off an upsurge of investment. The Gansu BOT hydropower station has become a banner of China's hydropower implementation and implementation of the priority development strategy for international business, and has become a monument to the “going global” transformation and upgrading of central construction companies.
