There are more than 4,000 tobacco-baked houses, which use coal as the main fuel, and a large amount of atmospheric pollutants will be produced during the process of roasting tobacco leaves. On the premise of ensuring that the interests of tobacco farmers are not impaired, the development of the industry is not shrinking, the quality of the products is not degrading, and the alternative measures are sustainable, the Municipal Office of Tackling Firm issued the "Three-year Action Plan for Electricity Substitute Coal Work in Tobacco-Leaf-Roasted Houses in Pingdingshan City".
In 2020, it is planned to complete the transformation of 298 electricity-generation coal grills and 200 newly-built electric energy grills, and strive to complete it before the flue-cured tobacco season. It will be transformed according to the plan in the next two years. Funds are borne by the provincial, municipal and county finance and tobacco departments in proportion, and financial institutions and social capital are encouraged to participate in the construction of tobacco-roasted house electricity generation coal projects.
The Municipal Tobacco Company will conduct public bidding for the heating equipment, main body and auxiliary facilities of the planned annual renovation and new grilling house according to the technical standards for the transformation and construction of the coal substitute for tobacco leaf grilling house issued by the Provincial Tobacco Bureau. Pingdingshan Power Supply Co., Ltd. will formulate supporting grid construction plans and open up "green passages" to ensure the normal operation of the grilling room according to the city's tobacco-roasting room electricity replacement coal construction and construction plan. At the same time, Pingdingshan Power Supply Co., Ltd. will implement electricity price concessions in accordance with the requirements of the Provincial Development and Reform Commission's policy on the replacement of "packaged transactions" by electrical energy.
