Recently, the reporter learned from relevant channels that, in line with the implementation of the Air Pollution Prevention and Control Action Plan, the Ministry of Environmental Protection is brewing its supporting air pollution prevention and technology action plan, which will use special funds to support scientific and technological research projects related to air pollution control.

The technologies related to the prevention and control of atmospheric pollution including upgrading of desulfurization and denitration technologies, motor vehicle exhaust, fine particulate matter treatment, analysis of pollution sources, and air pollution forecasting and warning are all supported by the scientific and technological action plan. Among them, air pollution prevention and control technologies related to VOCs (volatile organic compounds) and related technologies for fine particulate matter treatment will be one of the priorities for action plan support. At present, the Ministry of Environmental Protection has set up an expert group that involves various departments and units. In the future, enterprises, scientific research institutes, and colleges and universities can apply for the special funds for this action plan.

People in the industry believe that the action plan will be issued, and will become a special technology policy dedicated to supporting air pollution prevention and control following the "Twelfth Five-Year Plan" of the "Blue Sky Science and Technology Project." In October 2012, the Ministry of Science and Technology and the Ministry of Environmental Protection jointly announced the "Twelfth Five-Year Plan" of the "Blue Sky Science and Technology Project." The plan proposes to raise social funds through multiple channels and at multiple levels and increase investment in the implementation of key blue sky science and technology projects. Using financial and capital markets, we will introduce technology and risk investment into the field of energy conservation and environmental protection, and carry out pilot projects such as risk compensation for specialized corporate loans, subsidies after technology research and development, and pledged loans for high-tech companies. It also provides technical solutions and demonstration practices for atmospheric pollution control in 10 key areas and large and medium-sized cities.
