Recently, a notice posted on the website of the National Automobile Standardization Technical Committee (hereinafter referred to as the Automotive Standards Committee) caught the attention of reporters.

According to the contents of the notice, on May 22nd, the Automotive Standards Committee convened dozens of vehicle and engine companies in Wuhan to exchange ideas on how to determine test methods and limit standards for fuel economy standards for heavy-duty commercial vehicles. Does this mean that the “Standard for Fuel Consumption of Heavy-duty Commercial Vehicles” (hereinafter referred to as the “Standard”) is formally put on the agenda? Will the draft of the consultation paper be released at the end of this year?

Heavy vehicle fuel limits are difficult to issue

Jin Yuefu, deputy chief engineer of the Automotive Standards Committee, is busy preparing for the meeting. Prior to that, he was responsible for drafting the fuel limit standard for passenger vehicles. He told reporters that the "Standard" will be difficult to introduce within five years. The determination of test methods is first and foremost a problem.
Fang Maodong, chief engineer of the China Automotive Technology and Research Center, believes that it is possible that the "Standard" will be introduced within two to three years because "it is hard to say how much the heavy vehicle limit is determined to be reasonable."

"It is very difficult to formulate the "Standard". It is easy to test the fuel consumption limit by using a passenger vehicle test because the passenger vehicles are more uniform and the classification is not as complicated as a heavy-duty vehicle." A product standards expert listed three Conundrum: It is difficult to build a complete vehicle test room; the time limit for the determination of index limits is long; the technical route for test methods and working conditions is difficult to determine.

It is understood that currently only a few companies in China have heavy-duty commercial vehicle vehicle test rooms, but these laboratories are not built to test fuel consumption. When the laboratories were built, they almost did not consider their matching fuel consumption test equipment and the fuel consumption was difficult to test. There is no clear statement of who invests in these laboratories.

The expert said that there are several steps to make in the development of the "Standard". First of all, it is to find out the status of use of heavy-duty vehicles throughout the country, and then determine the test methods. In order to determine the test method, we must collect data, collect data on the status of the vehicle, road conditions, driving status, and analyze and process data to determine a standard operating condition under simulated conditions. The collection of these data requires a lot of manpower, material resources, and financial resources to do, and it takes a lot of time. After determining the test methods and working conditions, it is necessary to turn this method into a standard that can be implemented in the laboratory. Domestically, there are corresponding laboratories that can perform product inspection. "There are so many things to do."

Test method is difficult to determine

According to reports, although heavy-duty vehicle companies generally indicate fuel consumption under standard operating conditions on product data, the credibility of this data is often questioned by users. Qi Lei said that the significance of the "standard" is here, in the past, oil consumption has been in a state where there is no unified method for indicators. The national standard recommends several existing methods. Companies are taking a favorable approach to their own. Different companies have different methods. The credibility of data can only be judged by users themselves. Now that there are uniform methods and limits, it means that the same method is used to measure fuel consumption, providing users with a unified reference standard for understanding fuel consumption, and at the same time, it can also set technical requirements for products according to the limits.

The expert explained that there are standards for fuel consumption limits for passenger cars in Europe, the United States, and Japan, and the test indicators and methods for the cars are relatively clear and can be used as a reference for reference. However, the heavy-duty vehicle method has no foundation, the data is not collected, the indicators are not determined, and there are not many methods that can be used for reference. “Europe and U.S. homes do not yet have a standard for heavy-duty vehicle fuel. At present, Japan has only one fuel economy regulation for heavy-duty commercial vehicles, and Japan uses a working-conditions law.”

It is understood that there are several test methods, actual measurement method, engine test method, and simulation method. The convening of this standard meeting is to listen to the opinions of companies and to study the approximate test methods and routes.

Jinyufu said that the situation of heavy-duty vehicles, passenger vehicles and light-duty vehicles is different. There are many types of heavy-duty vehicles. The Everbright class is divided into trucks, dump trucks, tractors, and so on. There are many varieties in each category. The models of various heavy-duty truck companies are different, and the fuel consumption limit is related to the interests of each company. “Enterprises always tend to favor their own test methods, so how to determine a test method acceptable to everyone? Very difficult."

A person from a vehicle company told the reporter that the engine test method is unlikely to be used because the fuel consumption of the vehicle is an important factor. However, the fuel economy is closely related to the matching of the entire vehicle. The entire vehicle company will not Agreed to adopt engine test method.

Jin Yoff said that since other “limit value” standards developed before were mainly based on European methods, the development and use of domestic heavy-duty vehicles are very different from those of foreign countries. Therefore, it is necessary to formulate a standard applicable to domestic enterprises according to national conditions. This requires a large-scale investigation across the country to obtain data.

Standard formulation needs urgent support

In the interview, many experts called for the introduction of the "Standard" as soon as possible, the necessary support and the attention of the company. Due to the large investment in manpower, material resources, and financial resources, the efforts of the Automotive Standards Committee alone cannot complete the preliminary investigation.
An industry source told reporters that based on the current investigation and research conditions and basis, the development of the "standard" is very difficult and difficult to introduce in the short term. Apart from vigorously appealing, the relevant state departments also need to provide corresponding support.

It is understood that in 2007, the National Development and Reform Commission proposed in the “Circular on Structural Adjustment of the Automobile Industry” that “the limit of fuel consumption for large commercial vehicles should be introduced as soon as possible”. At that time, the department took into consideration the fuel economy of domestic heavy commercial vehicles. There is a large gap in sexuality and it is necessary to use policy measures to establish the economic threshold of heavy-duty commercial vehicles.
