During the 30 years of reform and opening up, the oil and chemical industry has taken environmental protection from basic considerations to primary concerns from the forced construction of environmental protection facilities to consciously implementing “three simultaneouss†in the development process. In a comprehensive view, the entire industry achieved environmental protection. The results are mainly reflected in the following four aspects:
Environmental awareness continues to increase and environmental management continues to increase. In recent years, especially after the Songhua River water pollution incident, through the increase of publicity and education efforts, the environmental awareness of the cadres and workers in the chemical industry has been improved. Most enterprises strictly abide by the "three simultaneous" system of national environmental assessments, effectively control the generation of new pollution, establish and improve various environmental protection management systems, incorporate them into the assessment of corporate economic responsibility systems, strengthen daily supervision and management, and ensure the smooth development of environmental protection work.
The "three wastes" management level has been continuously improved. Through the promotion of mature and feasible environmental protection technologies, petroleum and chemical companies have strengthened the management and comprehensive utilization of “three wastesâ€, and many companies have achieved zero emissions. According to statistics, the industry-wide wastewater discharge rate of 95.1%, industrial water reuse rate of 85.4%, 86.9% of carbon dioxide emissions compliance rate, smoke emission standards compliance rate of 86.8%, dust emission compliance rate of 72.8%, industrial solid waste utilization rate of 80%.
Environmental risk prevention capabilities have been strengthened. Most enterprises have established pollution accident monitoring and emergency response systems, formulated contingency plans for emergency environmental incidents, and conducted drills to enhance their ability to respond to sudden pollution accidents. Enterprises with imperfect emergency plans, emergency monitoring systems, and risk prevention measures have been supplemented and improved. Chemical companies along the Yangtze River have basically established accident emergency pools. According to statistics from the State Environmental Protection Administration, since the country began to carry out environmental risk investigations, petroleum and chemical companies have invested more than 140 billion yuan to improve emergency facilities for environmental accidents.
Circular economy develops faster. The state has listed the chemical industry as a key industry for circular economy, and the China Petroleum and Chemical Industry Association has formulated opinions on the development of circular economy, and conducted trials in industries such as sulfuric acid, phosphate fertilizer, chlor-alkali, soda ash, pesticides, and rubber. Based on the development and application, the petroleum and chemical industries have selected more than 150 circular economy support technologies for promotion, of which 74 have been rated as national key industries circular economy support technology.
